What movie is this?

I remember this movie from when i was a child that had little gerbal-like characters i think. im pretty sure it wasnt disney. they were attempting to build a hot-air ballon sort of contraption. it was probably around the late 90's. Sorry about the odd info, i dont remeber alot about it.
