The Sims 3 is coming out sometime in 2009. I think by May... To do a public woohoo, the easiest thing is to go to a clothing store with someone your Sim loves. Then have one Sim go in the changing booth to "try on clothes." Then have the other Sim "Join" It's either called "Join" or "Woohoo/Try for baby with _____" not sure witch. GOOD LUCK!!
